Why do babies have to wait until six months to get the H1N1 vaccine?

What happens at the six-month mark that suddenly makes the vaccine OK for babies?

We can’t be sure that a baby will mount an antibody response to the vaccine if they are younger than six months. There’s no reason to think there’s any risk associated with giving kids less than six months the vaccine, but we can’t predict they’ll get a good immune response.
